Swan's agenda for non-reform

In the opening sentence of his introduction to the Government's so-called discussion paper for the October Tax Forum, Treasure Wayne Swan boasts:

The Government has embarked on an ambitious tax reform agenda to reward hard work and boost participation, to support families and the disadvantaged, and to address the demands of the mining boom.

Bwa-ha-ha! After four Swan budgets, income tax in its various guises is still the mainstay of the system, accounting for more than 55% of total revenue for all levels of government.

Income tax falls preferentially on “hard work”...
